Dear Councillor Moore,
Ref: Objection to 350 Home Development at St Bridget's Nursery. Planning Committee - Wednesday 8th February 2023.
I have been in consultation with residents of Old Rydon Lane, Rydon Lane, ECC Councillors and McMurdo Land Planning and Development Ltd, who represent The Pratt Group, who own the adjacent land next to the proposed development. They already have the purpose built roundabout spur ready to make available to the developers (Waddeton Park Ltd), allowing a sole access point for the housing, from Newcourt Way roundabout.
I appeal to you to REJECT or atleast postpone this application, on the basis of the following key points, related to safety/highways access...
1) Access from Rydon Lane/Old Rydon Lane junction is unsuitable on safety grounds, as it's a proven accident blackspot, when turning right into Old Rydon Lane/new development, as can be proved by TWO road collision near fatalities on January 17th 2023 and May 16th 2020...

2) The proposed new access slip-road connecting A379/Rydon Lane to the housing, is for left turning vehicles only and therefore does nothing to alleviate the dangerous junction when vehicles are turning right.
3) On January 19th 2023 Ben Sunderland (DCC Principal Highway Development Management Officer) stated to Cllr Leadbetter (in relation to the land next to proposed development) that "It's owned by a third party who have stated that they would allow for the connection to be made, however it would come at a cost to the developer and the third party land would seek to use this as a ransom for the development and inflate the costs and price of the land."
This is false, as McMurdo (Pratt Group), submitted a letter to ECC January 16th (see attached), stating they've had ZERO contact from developers/DCC Highways about using their strip of land. So how can Ben Sunderland claim "the third party land would seek to use this as a ransom"? No price has been discussed or set.
4) I have spoken to McMurdo and they seek consultation with Waddeton Park/St Bridget's/DCC but are yet to receive ANY engagement. Developers will need to pay large costs for the new junction at Rydon Lane/Old Rydon Lane anyway, so why not instead use this money for the Pratt land purchase?
5) I have tried to facilitate consultation between the two parties but Waddeton Park has refused to engage with me in my attempts to find a solution.
6) The level of disruption the construction of the Rydon Lane/ORL junction would cause to highways users and Old Rydon Lane residents would be needlessly excessive, not to mention banning some residents from ever being ALLOWED to turn left out of their properties towards Rydon Lane.
7) Sending 350 homes worth of traffic onto Old Rydon Lane (a supposedly green route), when they commute from their new homes, is wholly inappropriate and dangerous, as it's an unpaved popular lane for walkers/children returning from ISCA school. Why create all these issues when there is a perfect, purpose built solution off Newcourt Way roundabout?
8) No impact assessments of the proposed TRO's for Old Rydon Lane have been carried out to our knowledge, how can this be allowed?
There is very strong feeling against this application from the impacted residents/local community and I truly hope you appreciate my points and can see in its current guise, that this application simply cannot be approved at this time?
