Dear Mr Diamond
I object to the Planning Application to develop the fields above Pendragon Road.
With several other housing developments already in progress, and others submitted for approval in North and NE Exeter and to the east of the city, there will inevitably be a worrying increase in local traffic numbers and the increased pollution this causes. By allowing housing developments to be built up steep hills, and with the inefficient, expensive bus service that currently operates, I fail to see how the City Council will achieve its targets of Carbon Zero by 2030.
There is still no safe cycle infrastructure or improvements to the highways proposed for the Pendragon development, or for the roads leading to it, in the plans. Nor are there any details of cycle storage, Co-bikes and Co-Cars hire, or electric vehicle charging points. How can this be considered a sustainable development?
The Planning Statement / Affordable Housing Statement refers to 35%... should be made available as affordable housing... on this proposed development. Affordable for whom? Not for many local residents working in the Exeter area earning the low rates of pay the Westcountry is well known for. At least 65% of the proposed housing will be sold on the open market. This means anyone, locally, nationally or globally can purchase these properties, whether to live in themselves, as second homes or buy to let, etc. How does that resolve the local housing need for low-income families, those in temporary accommodation and the homeless? An optimistic estimate of 23 dwellings available for social rented housing in this development may be allocated to those on the waiting list for rehousing. Does this come with any assurances or guarantees that local people will be prioritised?
Although ECC & DCC have stipulated a contribution towards schools, highways, GP provision, leisure and play facilities etc, where is the space to expand to provide the additional facilities? How will the local roads cope with the additional traffic? Will the funding actually be spent in this area of Exeter?
Despite the reassurances in the Ecological Impact Assessment, I have considerable concerns regarding permanent damage to the flora and fauna of the adjacent Mincinglake Valley Park & Savoy Hill Valley Park. To continue building on valuable wildlife areas will inevitably lead to the wildlife being squeezed into a smaller and smaller area with increasing numbers of people using less green space available for leisure and peace and quiet. With the stresses and strains of modern life, not to mention everyone`s experience of COVID restrictions, it is vital that ECC continue to preserve the Landscape Settings around the city as part of the Local Plan and Greenspace policy.

I object to the proposal for this greenfield site because:
*It conflicts with ECC local plans: e.g. "The Liveable Exeter Garden City programme" gives the Council a strong platform to deliver an inclusive, healthy and sustainable city. The programme would see 12,000 homes built on largely brownfield sites and supported by community infrastructure. The ECC Core Strategy mentions ....safeguarding the hills to the north and west, enhancing green infrastructure, and taking a precautionary approach to flood risk.
* Very few assessments have been submitted with the planning application. I believe all birds are protected under the Wildlife and Countryside Act 1981.
*The land is potentially contaminated (previously landfill) and not ideal for houses to be built on.
*There may be additional flood risk and possibly subsidence if the land is disturbed.
*How would construction vehicles safely reach the site, (which is close to a children's play area)? Where would the workers park their vehicles during construction work? *The congested, poorly maintained roads, steep hills, reduced bus service and lack of cycle infrastructure on this estate make sustainable travel difficult.
*The large amount of new housing developments in the N /NE side of Exeter will put a huge strain on local infrastructure that is already struggling to cope with the needs of current residents. Schools, GP's, roads, etc.
*The proposed site is adjacent to 2 Valley Parks, and these fields support a variety of wildlife, Protected species have been seen here. A better idea would be to preserve these fields to continue as a green corridor between Mincinglake and Savoy Hill VP's and nearby Stoke Woods for the benefit of Exeter residents, the wildlife and their habitats.

Dear Matthew Diamond,
Please can you include my objection to the planning application 21/0020/OUT. I object to the application for the following reasons:
I use this space for exercise and get a great sense of wellbeing from being able to connect with nature in the fields where you can often see rare wildlife. This development would effect like minded people in the community such as myself.
As a teacher at a local College, I have previously planned field trips with students to visit the area to deliver activities such as wellbeing walks, sensory mapping and getting a sense of place and space. This development plans would effect education opportunities in the in the local area.

I object to the application for the following reasons:

Dear Sir
I am sending you this e-mail as I am unable to access your web site.
I have lived on this estate for the last 30 years and would like you to know that I have no problem with the idea of extending this housing estate, BUT
This is a council estate and any extension to it should be of a similar nature. ALL the proposed dwellings should be AFFORDABLE. How can it be right, or fair, to allow 70% to be UNAFFORDABLE houses. If Exeter is to grow in a sustainable way it is about time that due consideration be given to the sort of dwellings that are needed, not to what the builders think will make them a quick profit. This City needs its young people, and if they are to stay they need somewhere to live and thrive.

I object to this planning. This area is already conjested and the community local to these fields is strong and united. We want the green space fir our well being.

I have been walking in these fields on a daily basis and have seen all the wildlife flourishing here. Deer with their young, foxes, rabbits, bats, squirells etc.
This will be horrendous if this goes ahead. This area CANNOT cope with more upheavel and traffic etc.

I object to this development going ahead. The line of Exeter skyline is already taken far enough. Where do you draw that line. When all wildlife has disappeared and just concrete paths to walk We need this corridor kept open. The neighbours in the catchment area of these open spaces really appreciate and need these open green spaces. Theses fields have NOT been vandalised as some supporting comments suggest. please read the testimonies from those that have lived here for decades. The witness statements from those living here for years. These fields have NOT been cultivated or had livestock on them .
Deer bring up their young in these fields and if they are managed the variety of biodiversity would increase. Foxes and many other species are at home in these fields and need the wild corridor.
The houses are going to be mainly private, NOT social and will be to attract people from other places not locals. The traffic is already too much. I have had 2 cats killed by vehicles within 6 six weeks.
Logically Theses fields need to be kept as part of the green valley park corridor

I STRONGLY OBJECT to this development in this green belt area.
I moved here especially as this was the Exeter boundary and supposedly end of housing development.
Building on these fields will be catastrophic for the very varied flora and fauna in these fields. The knock on effect will be that with light pollution from all these dwellings and traffic and human activity etc wildlife will be pushed back not just in these fields but including all the upper areas of Mincinglake Valley Park.
The doe deer hides her baby in the bramble vegetation every year in spring and summer. We witnessed this personally.
Since the developers have cut back the vegetation in the last few weeks, before this planning has even been accepted, the field is now flooded all over. I have never seen it like this in the winter before. There is now a milky water in all the puddles which could be from the refuse underneath this site. This needs to be investigated as a priority. The vegetation helped keep the fields dry.
I have read all the comments here and agree with everyone who objects. Please read fully the comments from Simon Bates and Dr Gillian Baker.
I am diagnosed with Aspergers Syndrome and my grandson who lives with me has Autism. The noise and disruption the building will cause will be too much for us and if this goes ahead we will have no choice but to move.
The infrastructure cannot cope with the amount of new cars that this build will bring. Its too hilly for people to take to their bikes!!.
People have lived here for decades and deserve to have walking green space. This is frequented by many walkers all of whom are very respectful of the land. I have never seen rubbish dumped here from the walkers.
The inhabitants presently living here are deer families, foxes and their families, Owls, little owls, lesser spotted woodpecker, nightingales, linnets, Robins who follow us on our walks, squirrels, rabbits. This is an ideal nesting site for many many bird species. Also dormice, voles, slow worms frogs and toads. Our "Save the Bus stop field" group will form a co-operative with the Devon Wildlife Trust to turn this into a proper sanctuary if this build does NOT go ahead.
The flora and fauna and the locals need this green space. PLEASE DONT BUILD ON THIS GREEN BELT.

I live in Iolanthe Drive and as a neighbour to this development I have to add my support to the Pendragon Road proposals.
There is no problem with access to this land which is most important.
